During this stage the focus will be on defining aims in terms of addressing key issues, defining the programme scope; and also in terms of realising value.
Designing a programme
Practicality should be at the heart of all product stewardship. Considerations include:
- What is practically achievable?
- Who will be responsible for practical implementation of stewardship measures?
- What can be done to encourage implementation?
- Will the measures address real concerns?
- Can the effects be measured?
Addressing these questions during the design phase will improve implementation, improve resource management and improve chances of success.
Resourcing a programme
Stewardship programs can be resource hungry and this is creates a hurdle to their implementation. It is essential to identify what resources will be needed and where the resources will come from. The resource challenge can be more easily met if there is a clearly defined link between resource allocation and value realisation.
